THCA is the chemical precursor to THC, and THCA flower is harvested before the curing process of cannabis begins, producing low levels of federally illegal Delta 9 THC. In its raw state, THCA flower is non psychoactive, until you put a flame to it, that is. Applied light or heat causes rapid decarboxylation, converting the THCA into Delta 9 THC.
